Bullhorn's February 25, 2026 GRID release, a survey of nearly 2,300 recruitment professionals, says only 10 percent of firms have implemented agentic AI across their full workflow. It cites data readiness, security and unclear implementation strategies as barriers. Bullhorn sells that AI. Avionté's blog, summarizing StaffingHub's 2026 benchmarking report, says 46% of surveyed agencies still are not using AI in any process. New York City's Local Law 144 covers automated tools used to screen candidates for hire or employees for promotion in the city, Illinois Public Act 103-0804 addresses specified employer uses of AI, and Colorado SB 26-189 sets requirements for automated decision-making technology in consequential decisions, including employment, generally effective January 1, 2027. The American Staffing Association's July 27, 2026 article quotes Procom's chief operating officer: onboarding time decreased in some cases by five or six days. That is one firm's account.
When the software you have is enough.
Ask your ATS vendor first. Bullhorn's May 28, 2026 release says Amplify Chat and four new Digital Worker skills are available now to Amplify customers. Its pricing page publishes Starter at $99 and Core at $165 per user per month. Pro and Max, which add Amplify AI, show no dollar price. Avionté's AI page describes a matching agent that ranks candidates and lists no price. Sense's pricing page lists AI Recruiter starting at $3,000 per month, and its AI policy, last updated July 1, 2025, says 'All decisions with employment impact (e.g., hiring, rejection) are made by people.' Precision AI OS fits admin work that crosses the ATS, payroll and client portals.

A practical place to start.
Start with onboarding-file completeness for one placement type. Define the checklist and who may see candidate records, and switch on the ATS document features first.
Track missing-document follow-ups, time to a complete file and payroll-preparation exceptions. Hours the recruiting team gets back are capacity for candidates, and no savings figure is quoted before your files are measured.
Start with the systems you have.
Name the ATS, payroll system and client portal you run before assuming an API exists. Bullhorn publishes REST documentation for an OAuth 2.0 login, and its developer guide says each application uses a partner API key Bullhorn provides. Avionté's certified-integrations page lists partners, and we found no customer API terms there (October 2026). Reading a record and writing one back are separate checks.

What can AI do for a staffing agency besides screen candidates?
It can prepare the paperwork around a placement: onboarding documents, credential and license-expiry tracking, and timesheet checks. Screening and matching are described on Bullhorn's, Avionté's and Sense's own pages, so price those first and ask counsel about hiring rules where you place people.
Is Bullhorn Amplify enough, or do I need another AI tool?
For work inside Bullhorn, often yes, so ask about it first. Bullhorn's pricing page puts Amplify AI on Pro and Max, which show no dollar price, and publishes Starter at $99 and Core at $165 per user per month. We did not find, on the Bullhorn pages we read in October 2026, a description of work across client portals, payroll or a separate onboarding tool. Look beyond it when work spans those systems.
What does New York City's AI hiring law require?
Local Law 144 applies to employers and employment agencies that use an automated employment decision tool to screen candidates for employment or employees for promotion in the city. It requires a bias audit conducted no more than one year before use, a public summary of the audit results, and notice to candidates and employees who reside in the city at least ten business days before use. Whether a given tool meets the law's definition is a question for your counsel. This is not legal advice.
What do the Illinois and Colorado AI hiring laws say?
Illinois Public Act 103-0804, effective January 1, 2026, makes it a civil rights violation under the Illinois Human Rights Act for an employer to use AI that has the effect of discriminating in recruitment, hiring, promotion, discharge, discipline or terms of employment, and requires notice to employees when AI is used for those purposes. Colorado SB 26-189 sets requirements for automated decision-making technology that materially influences consequential decisions, including employment, and generally takes effect January 1, 2027. This is not legal advice; ask counsel which duties apply to your firm.
Do AI tools for onboarding paperwork and timesheets fall under AI hiring laws?
It depends on what the tool does, and that is a legal question. New York City's law covers tools used to screen candidates for employment or employees for promotion, and its rules turn on how much weight a tool's output carries in the decision. Illinois's act addresses employer use of AI in recruitment, hiring, promotion, discharge, discipline and terms of employment. Colorado's covers technology that materially influences a consequential decision about employment. This is not legal advice; ask your counsel whether a given workflow is covered.

Sense's pricing page lists AI Recruiter starting at $3,000 per month. We found no public price on Avionté's AI page (October 2026).
Will my candidates' data be used to train an AI model?
Check the terms for the exact product, because vendors publish different levels of detail. Bullhorn's Amplify Digital Workers page says Amplify ensures 'your data stays within Bullhorn and is never used to train public models.' Sense's AI policy, last updated July 1, 2025, says customer data is 'only used in AI models with consent' and that 'Clients may opt out of training contributions.' These are vendor statements as read on October 1, 2026, not Precision AI OS guarantees and not contract terms. Put the requirement in your contract.
