Public-records work is often handled by one coordinator with other duties. A useful pilot must fit existing systems and show value after every staff check.
When the software you have is enough.
Ask your current vendors first. OpenGov's OG Assist is in public preview for customers within existing subscriptions. CivicPlus added AI drafting for agendas and minutes and photo analysis for 311 requests in January 2026. Tyler offers document automation and a resident assistant, with more AI agents in pilot. Precision fits work that crosses platforms, or when your agency needs AI records kept under its own retention schedule.

Compare one permit type's documents with an agency-approved checklist and prepare possible missing-item requests. Staff confirm completeness findings, applicant notices and permit decisions.
Public-records coordination
Prepare clarifying questions, suggested custodians and task lists from approved directories and guidance. Start with intake and coordination; staff confirm scope, assignments and dates. Searching record contents and preparing releases require a separate assessment.
Council and agenda packets
Gather authorized reports and prior decisions, then draft background material with source references for staff review before publication.
Grant reporting preparation
Organize spending and activity evidence, flag missing support and draft report narratives. Staff verify figures and approve final certifications.
Non-emergency service requests
Suggest categories, possible duplicates and draft replies based on official case status. Staff approve routing and communications; better intake alone cannot resolve field-service capacity constraints.
Internal IT and facilities
Prepare clarifying questions, approved procedural guidance and draft tickets for one request queue. Staff decide priority, assignment and response.
A practical place to start.
Choose one department, an accountable sponsor and a recurring workflow with a measurable bottleneck. Internal IT or facilities intake can be a practical first assessment; permit preparation may fit better when a sponsor has a stable checklist and representative files. First check what your existing licensed tools already do.
Compare total staff handling time, corrections and missed or misrouted requests. Include exports, review, uploads and reconciliation in the measurement. Time released for other work is not automatically a cash saving.
Start with the systems you have.
Discovery starts with the exact software, version, permissions and available data—not an assumption that every system has an API. We assess supported interfaces, exports, reports, approved email or document intake, and staff-assisted transfer. Reading information and writing updates are checked separately. A preparation-only pilot can still be useful if the remaining manual handoff leaves measurable value. Screen automation needs separate reliability, maintenance and recovery testing.

Keep the right people in control.
Agree data access, permitted processing, retention, accessibility, procurement and deployment requirements with your agency's owners before a pilot. AI prompts and outputs are retained and exportable under your records schedule, because they may be public records. Criminal justice information is outside the scope of this work. Define source references, staff approval points, visible failures and a manual fallback. Your existing systems remain the official record. These are proposed workflows to assess, not claims of government deployments, certifications or verified integrations.

Questions firms ask
Are AI prompts and chat logs public records?
Very likely, though no court has decided it. The UNC School of Government concludes that prompts and outputs are public records under North Carolina law, and MRSC in Washington says saved prompts are likely public records. Treat them as records and keep them retrievable.
Can staff use free AI chatbots for city work?
It creates a records problem. Logs from free chatbots may sit in a personal account or browser cache the agency cannot export, and the UNC School of Government recommends requiring work accounts.
Do we need GovRAMP or StateRAMP authorization for AI at a small city or county?
It depends on your state. Texas requires TX-RAMP for state-agency cloud contracts, and Arizona requires GovRAMP or FedRAMP for state renewals from July 1, 2026. Most local governments are not bound by those statutes, but many ask for it in RFPs. Check your state's rules.
Is our ERP or records vendor's built-in AI enough?
Often, for work inside that product, so ask them first. Also read their AI terms for how long prompts and outputs are kept. For example, Tyler's terms store AI inputs and outputs for 90 days unless law requires longer or the parties agree in writing.
What does CJIS mean for AI on police or court records?
Contractors handling criminal justice information must sign the FBI's CJIS Security Addendum, keep the data in the United States and fingerprint staff with unescorted access. Tyler's own AI terms bar criminal justice information unless the environment is verified for it. Precision's work stays outside criminal justice information.
Can we buy AI through Sourcewell or NASPO?
Some vendors hold cooperative contracts; Precision does not currently. A pilot would follow your agency's own quote or small-purchase process. Check your state's rules on cooperative purchasing.
How do we reduce a public-records backlog without adding staff?
Start with intake and coordination: clarifying questions, suggested custodians and task lists that staff confirm. Searching record contents and preparing releases need a separate assessment. Measure total handling time, including review and redaction, before and after.
